Under general supervision of the Education Administrator I of the Professional Learning Innovations Office (PLIO) and the Director of the Professional Learning Support Division (PLSD) and working cooperatively with the California Commission on Teacher Credentialing (CTC) and select Ministries of Education of foreign governments, the Bilingual Education Programs Consultant serves in a lead capacity to support the implementation, monitoring, and evaluation of the Exchange Visitor Program covering international teachers and the Binational Migrant Education Teacher Program.
Act as the liaison, with the designation of Responsible Officer for the U.S. Department of State (USDS), Exchange Visitor Program on behalf of the Department; conduct official communications and maintain working relationships with the CTC, USDS, the U.S. Department of Homeland Security, the U.S. Immigration and Customs Enforcement, U.S. Embassies in foreign countries, and consular offices of the United States, Spain, and Mexico; recruit, screen, and select properly credentialed bilingual visiting teachers to improve student academic performance; plan and conduct educational activities.
Maintain positive diplomatic relations; participate in state and foreign travel as necessary for program operation; read, write, and prepare materials in Spanish; conduct meetings in Spanish.
Prepare visiting teachers’ academic records; prepare and maintain the security of the DS-2019 Certificates for J-1 non-immigrant status for the foreign nationals offered teaching positions; prepare classroom observation forms and teacher surveys to monitor the effectiveness of the visiting teachers; analyze data and prepare an annual evaluation report. Conduct orientation sessions for the visiting and binational teachers; develop and make presentations at meetings in select cities in Spain, Mexico, and the United States in collaboration with select Migrant Education Regions. Provide technical expertise on the California public school system, credentialing requirements, and United States visa procedures.

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and physically reporting to the office.

Education Programs Consultant:In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Literacy in Spanish is required. Knowledge and understanding of the Exchange Visitor Program covering international teachers, the Binational Migrant Education Teacher Program, and a thorough understanding of the State Superintendent of Public Instruction and the State Board of Education's policies. Experience working with school districts, county offices of education, colleges, universities, and other education service providers would be highly beneficial. Excellent communication abilities (both written and verbal), strong interpersonal skills, and good organizational habits are all essential.
