Job Description

GENERAL PURPOSE

Under the direct supervision of the Mayor, is responsible for planning, coordinating, and conducting the work of inspection and plan review, as well as the enforcement of building, zoning, and property maintenance codes. Performs technical work in enforcing building and zoning ordinances and prepares reports and presents to the appropriate board on relevant matters.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The requisite duties, responsibilities and expectations include, but are not limited to the following items:

  1. Applies specialized knowledge in the enforcement of numerous municipal ordinances pertaining to zoning, building codes, property maintenance, site exteriors, fencing, signage, grading, land disturbance, and other regulatory systems as set forth in the Shrewsbury Municipal Code and ICC codes.
  2. Reviews residential, commercial, industrial, and planned development site and construction plans for compliance with building, fire protection, and zoning codes. Approves all City permits and coordinates zoning compliance with applicable regulations.
  3. Performs inspections of construction work to ensure compliance with approved plans, applicable codes, and safety regulations. Issues stop-work notices or violations when necessary.
  4. Conducts field inspections of residential, commercial, and industrial properties to enforce property maintenance, zoning, occupancy, and other municipal codes.
  5. Investigates complaints regarding code violations, property maintenance concerns, and unsafe structures, issues warnings, correction notices, citations, and court summons as necessary.
  6. Attends Municipal Court to represent the City for matters related to code enforcement and building violations.
  7. Produces official letters, reports, notices, and correspondence regarding zoning compliance, violations, and corrective actions.
  8. Approves and issues permits, including zoning, occupancy, demolition, fencing, excavation, and special use permits.
  9. Administers and oversees floodplain regulations to ensure compliance with applicable ordinances.
  10. Works cooperatively with the Fire Department to enforce and review fire prevention codes and inspect buildings for fire safety compliance.
  11. Serves as the liaison to the Plan Commission and Board of Adjustment , preparing all reports, materials, and analyses required for board review.
  12. Coordinates with the Building & Housing Clerk, Plumbing Inspector, and other relevant staff to ensure efficient departmental operations.
  13. Advises residents, businesses, property owners, developers, contractors, and public officials on building regulations, zoning ordinances, and compliance matters.
  14. Prepares and maintains accurate records, reports, and documents related to inspections, permits, enforcement actions, and violations.
  15. Participates in or coordinates special projects as assigned by the Mayor.
  16. Performs all other related duties as assigned.

NECESSARY KNOWLEDGE SKILLS & ABILITIES:

Graduation from a general or technical high school plus completion of two years college level course work in architecture, civil engineering, or a related field. Progressively responsible experience with building codes, including a thorough understanding of construction and regulatory inspection. Must possess Plans Examiner certification and at least two inspection certifications. ICC CBO or ICC MCP certification preferred. Fire Code Official certification also preferred. Valid Motor Vehicle Operator’s License required.

  1. Thorough knowledge of modern building construction principles, practices, methods, and techniques.
  2. Proficiency in interpreting and applying municipal codes, ICC codes, zoning regulations, and technical construction plans.
  3. Knowledge of legal procedures for enforcing building and zoning codes.
  4. Ability to conduct detailed field inspections and identify defects, hazards, or code violations.
  5. Strong communication skills, both oral and written, for preparing reports, issuing notices, and interacting with residents and officials.
  6. Ability to enforce regulations with consistency, fairness, and professionalism.
  7. Ability to establish and maintain effective working relationships with the public, contractors, developers, city officials, and other stakeholders.
  8. Proficiency in using computer systems and software for permitting, documentation, and reporting.

Personal computer, permit software, word processing, email applications, copy machines, printers, calculators, ladders, and standard inspection tools.
