Job Summary


Under the supervision of the City Manager, the Assistant City Manager is an exempt position that performs substantive and highly complex staff assistance to the City Manager in the development, implementation and administration of City programs and operations. Plans and coordinates a variety of complex projects, assists the City Manager in providing the community with a broad range of public services, and may provide and/or exercise functional supervision over Departmental Directors, management staff and employees of the City. Assists the City Manager in providing highly complex staff assistance to the Mayor and City Council, conducts studies, and prepares reports on various City management problems and functional activities as directed. Performs project management and budget development for special projects.

Essential Functions


General Activities
  • Enforces and maintains compliance with all Federal, State, and local laws and ordinances.
  • Prepares and completes reports.
  • Performs public education, speaking and outreach when new projects are being implemented and for ongoing activities.
  • Develops short-term and long-term goals for department and City-wide.
  • Consults and advises the City Manager or department heads on matters relating to department operations and City-wide operations.
  • Purchases necessary equipment and supplies for the department.
  • Researches the type of equipment to purchase or programs to support, prepares bid specifications for equipment, projects and supplies; determines cost alternatives with pros and cons, and provides recommendations to City Manager; prepares or reviews plans and specifications for supplies, services, and contracts.
  • Coordinates department activities with various governmental and outside agencies, and other City departments.
  • Receives and investigates, or assigns investigation of, public inquiries about department operations and follows up to ensure adequate resolution.
  • Defines and monitors performance, productivity, and compliance of subordinates with departmental mission, goals, objectives, policies, and procedures to ensure all work meets the required expectations.
  • Attends meetings and represents the City.
Management Activities
  • Provides functional supervision over Departmental Directors, management staff and employees of the City as assigned by the City Manager.
  • Provides administrative guidance to departments as needed and as directed by the City Manager.
  • Assists with promotions, provides recognition, and implements disciplinary action as needed to ensure professionalism, impartiality, accurate documentation, and timeliness.
  • Ensures that the necessary training on specific City processes and activities is provided.
  • Prioritizes safety throughout the City.
  • Acts as City Manager in his/her absence.
  • Maintains regular contact with the City Manager to keep him/her apprised of situations and issues.
  • Assists the City Manager with the development, interpretation, and enforcement of effective management policies.
Budget (Capital and Operating) Related Activities
  • Reviews recommendations for departmental budgets with the City Manager. Analyzes and considers all recommendations from division supervisors when forming priorities, assuring a comprehensive and complete budget.
  • Reviews the preliminary draft of budgets and confers with appropriate division supervisors. Assists City Manager in the preparation of the budget for submission to City Council.
  • Assists in implementing the approved budget, assuring compliance. Provides explanations for budget variances if they occur, and as requested. Monitors expenditures and debt services throughout the year.
  • Identifies funding sources and makes budgetary recommendations to the City Manager.
Planning and Special Projects Activities
  • Determines and sets goals and projections for future developments, assuring the departments are progressive and in tune with trends.
  • Initiates processes to facilitate Citywide planning efforts.
  • Assists Department Heads in planning projects, assuring thoroughness.
  • Assists in the coordination of Economic Development and Community Development activities for the City, and reviews and suggests modifications to the development process to ensure it is as efficient as possible while protecting City goals.
  • Provides administrative guidance and oversight regarding the City's planning and zoning efforts, the Comprehensive Plan.
  • Plans study of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, inventory control, or cost analysis.
Internal and External PR Activities
  • Schedules and attends internal meetings with departmental and other staff persons to obtain input and to encourage ongoing communication.
  • Attends external meetings, seminars, and programs to maintain an awareness of the trends and developments in the profession. Maintains membership with professional organizations, assuring accessibility to the resources of the professional community.
  • Facilitates accessibility with the citizenry by attending various City meetings and functions to provide information and answer questions regarding City activities, practices, and policies.
  • Represents the City Manager's office at various meetings and participates on various boards and commissions, outside government agencies, various non-profits, and other citizen groups relative to the goals, actions, and activities of the City.
  • Assists in setting a tone for the entire City organization that all activities are to be completed in an orderly, structured, and professional manner.
Coordination Activities
  • Makes requests to outside agencies, assuring the City has access to outside resources.
  • Cooperates with requests for services made by local, state, or federal agencies as requested.
  • Requires and ensures interdepartmental coordination, achieving the most efficient use of available resources.
  • Maintains a strong working relationship with a wide variety of local and state elected officials and state and federal agency officials.
Council Related Activities
  • Meets and confers with the Council members as directed by the City Manager.
  • Recommends policies and procedures for Council consideration.
  • Responds to Council requests and concerns, assuring timeliness and accuracy.
SECONDARY FUNCTIONS:
  • Performs other related duties as required.
SUPERVISORY FUNCTIONS:
  • Is responsible for the overall direction, coordination, and evaluation of a department or function. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising direct reports through coaching, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Minimum Qualifications


CERTIFICATIONS, LICENSES, REGISTRATIONS:
  • Valid Driver's License.
REQUIRED EDUCATION and/or EXPERIENCE:
Bachelor's degree or equivalent from college or university; and three to five years related experience and/or training; or equivalent combination of education and experience.
PREFERRED EDUCATION and/or EXPERIENCE:
Master's degree or equivalent from college or university; and six to ten years related experience and/or training; or equivalent combination of education and experience.
